This study establishes the term accountability and draws its boundary. Through Paper 0 the rights spectrum has finished with the category of duty: the horizontal duty deleted, the one inward duty kept, the correlativity axiom left without an object. Yet at the end of that chain of handovers one position was left standing with a place and a force and no name—the position a recipient holds when the demand of the power that a recognition-based right corresponds to converges upon it. This study gives that position its name, and cuts it apart from duty, from liability, and from act.
§I establishes the term and draws the divisions. F36 establishes the term: accountability is the answering load a recipient holds in a position once the demand of the power-face—the face a recognition-based right running through the three-fold interlock shows when it actually converges that recipient—has landed by registration in the recipient's action-space. F37 fixes the grain of a position at a single registration event. F38 separates duty, accountability, and the deleted horizontal duty on two columns, source and what is bound, reads the efficacy of exit off the second column instead of erecting a third, and sets three limits on source-tracing. F39 divides the holders: only a subject can hold a duty, while construct and subject alike can hold accountability.
§II establishes three stations and two chains. F40: one demand runs three stations, the last two both on the converged side. F41: the readability of an unmet demand shows that the demand is distinct from the act that would discharge it. F42: the two chains run in opposite directions with three stations each, each chain's issuing end requiring a running recognition-based right on which to rely, and where a construct issues, its power-face is borrowed and the construct serves only as an address of attribution. F43: there is no universal quid pro quo.
§III separates accountability from liability. F44: liability is the bearing of that position itself. F45: liability can stand empty. F46: the position is filled with accountability only when a demand with content lands in it.
§IV separates generation, completion, termination, and failure. F47 checks the conditions under which an accountability stands by the type of its bearer: four layers in conjunction for a subject bearer, the T5 layer not counted for a construct bearer. F48 through F51 handle the completion of a demand, exit's terminating the running answering load that registration supported, the withdrawal of recognition, and termination's not generating a moral residue of itself. F52: accountability erects no failure typology of its own; it is the reading, on the converged side, of a right's failure.
§V draws the boundary. F53: T5 is a gate, and the gate governs only the minimal relational position, and only subject bearers. F54: no separate class of violation of accountability itself is erected. F55: tension inside the boundary is an interface, not a quantitative theorem. F56: the name accountability does not distinguish nurturing from suppression from colonization.
§VI handles coexistence and engagement. F57: accountability and duty can coexist. F58 sets this study against the unconditional horizontal-duty model it excludes: one point stands established, the difference in the efficacy of exit is remitted to F38 and F57, and the difference over a residual moral debt stands only as a conditional.
§VII handles the accountability of a subject-to-be. F59: where a registration belongs during the phase of network-exercise is judged item by item. F60: the termination of a delegated accountability allots no unfinished matter to a successor. F61: no hard binary threshold is set.
§VIII closes, and lists what is left standing. One employee's single term of employment at a company runs through the whole as the working example, setting out on a single line a registration, several demands carried at once, a change of carrier, two chains running in opposite directions, and a demand gone unmet. Twenty-six propositions in all, F36 through F61.

0. Introduction · The Remainder Left on a Chain of Handovers
Through Paper 0 the rights spectrum has finished with the category of duty (义务). A subject has no duty toward others; it has one inward duty only, its answerability to its own law, which the termination lemma of A16 gives: one cannot-not legislate only for oneself (per Paper 0 M1). What is called a duty toward others is the pushing-outward of a subject's inner law into a demand upon other people; that is ethics, structurally an overreach, and it is deleted. The thing the correlativity axiom asks for has, in this series, no object.
At the end of that chain of handovers one position was left without a name.
P6, at its close, left correlativity outside the trunk and handed it to Paper 0, writing there that this series does not found rights on a rights-duty correlativity: a basic right has no correlate, a recognition-based right corresponds to power, and a duty-form demand is the demand of that power and not named a duty. Paper 0 took up the stroke and carried it through. It handled the correlativity axiom, established five propositions, and in the net of four paired legal-relation positions claimed the pair of power and liability while refusing the pair of right and duty. M4 read what the tradition calls a government's duty as the demand of the institutional power that this recognition-based right corresponds to: the government is the bearer of that power and not a duty-bearer, and the demand may be very real and very enforced.
Its place and its force both stand fixed; its name does not. The position has been identified as not a duty, and identified as the demand of a power; what it is called on the recipient's side Paper 0 did not give. P6's phrase—"not named a duty"—is an exact negation, and what it negates is the naming of this position as a duty.
The stroke of the correlativity axiom Paper 0 has taken up and carried through, and this study does not touch it. What this study takes up is the place that stroke left still to be named: a position with a place, with a force, and with no name. The name given it here is accountability (职责).
Three old words each already have an owner, and the position in the middle stands empty. Duty, in this series, is down to the one inward member, its source in the bearer's own law; to call this position by that word would be to move the source out of the power that converges upon the position and into the interior of the bearer—which is precisely the step this series deleted. Liability (责任) is the position Paper 0 has already claimed; it governs the bare fact that a position can be altered, and not the content of the alteration. An act (施为) is the discharge, the motion that issues when this position is discharged, and not the position itself. The middle position is the one this study fills.
On the English side neither responsibility nor obligation will serve. Both carry, in ordinary use, an ethical charge; both are read easily as a debt the bearer owes to someone. The source of this position lies neither inside the bearer nor in another's right, but in the power that converges upon the position. Accountability is here a stipulated technical term, its weight falling on answering and on being open to being called to answer. But changing the English word proves nothing by itself: the escape from the duty-model is carried by the division of the four positions, not by a choice of vocabulary.
One working example runs through the whole: one employee's single term of employment at a company. Every cut this study needs can be laid out on that one line—a registration; several demands carried within one and the same registration; a change of carrier when he moves to another company; two chains running in opposite directions between company and employee; and a demand that came due and was not delivered. It is chosen to adjudicate the rightness or wrongness of no employment arrangement whatever, but only to bring these cuts into one place where they can be seen together. §VII, on the subject-to-be, takes a second example—a child whose negation-gate is passing from network-exercise to self-exercise—because the employment line carries no layer of gate-state at all.
This is not a meta-study. It does not step outside the trunk to engage traditions beyond it; it is a companion study standing outside the trunk to make good one remainder, and it keeps the discipline of the main series—naming no theorists, adducing no historical events, citing no particular cases. Wherever a tradition's position is touched, the reference points back to the places Paper 0 has already fixed, and is not reopened here.
Twenty-six propositions in all, in eight sections; what each section establishes stands in the abstract.
I. Establishing the Term and Drawing the Divisions
F36 Accountability Established as a Term. A recognition-based right running through the three-fold interlock shows a power-face when it actually converges a recipient (per P4 F14, F15); once the demand of that power-face has landed by registration in the recipient's action-space, the answering load the recipient holds in that position is named accountability. The term takes up the root laid down in How Is Institution Possible, and this study carries that root forward while widening its boundary. The demand must already have identifiable content; that condition is at F46.
The root of accountability was laid down already at the institutional layer: when a construct applies a shared rule expressly to a determinate member position and holds the corresponding machinery of enforcement and disposition, the rule forms at that position an accountability whose performance can be required; and enforcement, while it keeps the demand from stopping at a form of words, neither proves the content of the demand right by itself nor makes that content the member's own law. A company's confidentiality clause lands on a post because the company has the power to dispose of that post; this does not make the clause's content right, nor does it mean the employee has thereafter taken confidentiality for his own law.
This study carries the root forward and widens its boundary. In the root sentence the converging party is a construct and the means of convergence is the machinery of enforcement and disposition; neither is required here. What is required is convergence by power in the general case—the power-face a recognition-based right shows when it actually converges a recipient. An institution is the most auditable form such convergence takes; it is not the only form.
At the widening there is one limit. The power taken here is the power-face shown by a recognition-based right running through the three-fold interlock; it is not sheer force. The upstream has already judged this (per P4 F16): if a network only takes the wielder's command as a threat to be obeyed and processes no claimable position, that is the entrenchment of sheer force, not the sedimentation of a right. A kidnapper's demand upon a hostage may have perfectly identifiable content; the hostage's action-vector is genuinely converged; the hostage can still answer and still refuse—and that position is not accountability. With no running recognition-based right there is no power-face of one, and what the hostage bears is sheer force. This limit adds no moral sieve to the study; it takes the word power, inside the definition, in the sense the definition needs. The full conditions of generation are at F47.
Nor does the landing of a registration do the work by itself. Registration makes a demand actually stand at this position; it supplies neither the demand's content nor, of itself, any warrant for it—the source of content is at F46, the question of warrant at F56. A demand whose content is already identifiable, landing by such a registration upon some position of the recipient's, leaves the recipient holding, in that position, an answering load.
An answering load is not an asset: holding it gains the bearer nothing claimable. Nor is it a credential: holding it gains the bearer no standing of any rank. It is the demand that stands in this position, awaiting an answer.
F37 A Position Is a Single Registration Event. Position, as this study uses the word, means one registration of a given bearer at a given relational slot; it does not mean the organizational office itself, nor the person occupying that office taken alone. An accountability is individuated jointly by three things—bearer, relational slot, registration event. Where one position carries several demands, accountability is individuated further, by the content of each demand.
Accountability binds a position, and the word position can name three things that lie far apart: the office of finance director; the person sitting in that office at this moment; and this person's single term in that office. Leave the three undivided and the sentence accountability binds a position says nothing at all. This study takes the third.
This is a convention of individuation, not a theorem derived from elsewhere; so what it yields and what it does not are set down together. It yields one thing only: distinct instances of registration are not one and the same accountability. A man who leaves, and years later returns to the same company and sits back down in the same office, has a second registration; what he bears is a second accountability, and not the old one running on.
It does not yield three further things. That every change of carrier must bring a new instance of registration does not follow from it—whether the registration has in fact changed must still be looked at: a company is acquired while the post and the contract stand untouched, and the carrier has changed while the registration may not have. That another's past fault in performance does not become one's own does not follow from it either; that has its own premises of belonging and attribution: the item the predecessor failed to report within his term does not become the successor's fault merely because the successor has sat down in this position. And that no later recourse can stand follows from it least of all; such a recourse must be examined separately for its source, its addressee, its registration, and its warrant. The three fall at F49, F51, and F60.
Below this grain lies one further layer, because a single registration can load several demands at once. One and the same term of employment loads a one-off demand of handover and a standing demand of confidentiality; the two share a triple of bearer, relational slot, and registration event exactly, and it must still be sayable that the handover is done while the confidentiality runs on. So beneath the triple, accountability divides again by the content of the demand. This builds no second system of identifiers; it only grants that one registration may hold several demands, each living out a life of its own.
The convention is not derived from any necessity that content change. A man moves to another company and the job description is not altered by a word: the content of the demand is what it was, and the instance of registration has changed all the same. Continuity of demand and discontinuity of the instance of bearing can stand together—the first on the side of the rule, the second on the side of the bearing. To think that wherever the content is unchanged the bearing must be one and the same is to have run the two sides together.
F38 Source and What Is Bound. A duty has its source in the bearer's own law, binds the subject itself, and is not released by exit. Accountability has its source in the power that converges upon the position, binds the position, and is released by exit: to exit that registration is to hold it no longer. The deleted horizontal duty has its source in the pushing-outward of one subject's inner law toward another; defined by that source alone, it settles nothing about the efficacy of exit. This section takes up in addition a stipulated model—one conditioned on the persistence of no particular registered relation, binding the demanded-of subject directly—and under that added stipulation exiting a registration does not release it; this is the model's stipulation, and not anything A16 proves about the other upon whom a demand falls. The three are separated by two columns, source and what is bound, and not by direction. The efficacy of exit is no third column but a reading off the second: what binds a position is held no longer once that registration is exited, and what binds the subject itself is not released by the act of exiting.
The axis of division is source and what is bound, not horizontal and inward, because horizontal already carries a technical sense in this series. Paper 0 defines a horizontal duty as the pushing-outward of a subject's inner law into a demand upon others—a definition about source. Take horizontal and inward for the axis, and one must say that accountability is horizontal; whereas accountability's source lies neither inside the bearer nor in anyone's inner law pushed outward, but in the power that converges upon the position. To use horizontal that way is to borrow its ordinary sense and drop the technical sense it holds here, and the division would fail at just the point where it matters most.
Paper 0 has a further passage, setting the correlativity duty in contrast: such a duty is a universal mapping, one claim answered by everyone's one duty, spread unconditionally toward all. That passage and the definition of the horizontal duty are not one place—the first draws the shape of what is contrasted, the second gives the source. The two are not run together; the shape of what is contrasted is left to F58.
The employee carries two such things side by side. The company requires the handover by its date: that demand issues from the power converging upon his post, and it fastens on the post. The line he has laid down for himself, that he will not go through the motions, issues from his own law, and it fastens on him. He resigns; the first no longer falls on him thereafter, and the second resignation cannot release. The deleted horizontal duty is a third thing: it issues from the pushing-outward of some subject's inner law. That source says only whose law it has been pushed out of; it says nothing about whether it ends with some relation, and the two questions are not one. The stipulated model this section takes up carries a further stipulation, that it is conditioned on the persistence of no particular registered relation; under that stipulation exiting the registration likewise cannot release it. Set the two columns out, and each of the three occupies its own cell, with no need to borrow direction.
The efficacy of exit and the availability of exit are two things, and what does the dividing is efficacy. That exit does not release a duty means that the act of exiting cannot loose it, because by the termination lemma one cannot-not legislate only for oneself, and there is no exiting into not being the subject of that law. That exit releases accountability means that if the registration is exited it is held no longer. Both sentences say only what follows if one exits; neither asserts that there is always a channel of exit to walk.
Availability has its own door. The upstream has written it down: an exit right in the strict sense presupposes a registered or recognized relational position, and without such a position there may be flight, refusal, or slipping free, but no exit right. Whether a channel of exit has been sealed off is judged for violation against the uncrossable line of P5 F21. Availability belongs to those two upstream places; efficacy belongs to this column.
Three apparent counter-examples dissolve here. A government converged by a constitutional order cannot exit unilaterally; a minor cannot exit an arrangement of guardianship; one held in custody has no channel of exit on the physical side. In all three, availability is absent. In all three, efficacy is present: let the position actually terminate, and the corresponding cell is indeed held no longer—so all three are accountability still. The counter-examples look sound only because exitable has been read as there must be a channel of exit, which is to read efficacy as availability.
On the duty side, exit's inefficacy read too widely goes wrong in the same way. What it names is the structure of bearing oneself under one's own law; it is not the permanent unrevisability of every particular purpose or judgment that has ever appeared within that law. The employee who comes to think a demand he once laid on himself too harsh, and alters it, has not exited self-bearing; altering it is precisely a thing done inside self-bearing.
The efficacy of exit is not erected as a third column, because it is not independent. Erect it, and every cell in it could be read off the column of what is bound: within the three technical senses this section has fixed, what binds a position is held no longer once the registration is exited, and what binds the subject itself is not released by the act of exiting. A column that takes the same value as another in every cell divides no two things; to erect it is to write one thing twice. The accountability half has a further upstream landing: Paper 0, in treating the unborn beneficiary of a trust, wrote it plainly—the recipient holds a liability, subject to the conditioned power's demand, bearing it if it does not exit and no longer holding the right if it does. What is spoken of there is liability, and this study's concept of accountability is not yet in use; what is drawn on here is the structure of exiting one and the same relation, and the loss of that right is not on its own re-read as a release from accountability. Accountability in this study points by F46 to an answering load with content and is fastened to a particular registration; where that registration has in fact been exited, the running load that stood upon it terminates by F49. The duty half needs the termination lemma to carry it; both places are cited together at F58.
Source-tracing is set up as a step of its own. To ask whether a demand can land on someone is first to ask whether the power that converges upon that person's present position contains it. Source-tracing has three limits, and drop one and it is no longer source-tracing but another name for a verdict reached in advance.
First: that a demand's content points back to an old matter does not by itself settle its present source. The item the predecessor failed to report speaks of an old matter, and it does not follow that the demand can issue only from the old relation; the company, holding the power now to dispose of this post, may perfectly well lay a fresh demand to clear old accounts upon the successor's position. That an old load is the content proves neither, by itself, that the present demand has a source, nor that it lacks one.
Second: the ending of a position does not prove that the power which set it up has gone. After the employee resigns, the company and its oversight arrangement stand as before; whether there is some further relation for handling prior matters is judged at F49 and F51. One may therefore say only if the source too has in fact ceased; one may not say that because the position terminated the source has ceased.
Third: the bare fact of taking over does not establish a source. A position, per F37, is a single registration event, and not a vessel on which loads may be hung; but whether taking over is itself the registration-trigger some standing arrangement provides for must be judged by that arrangement. If the contract of appointment says in terms that a successor takes up every unsettled matter, that is a trigger the arrangement provides for, and it is not what this limit excludes.
Source-tracing is not the pronouncing, from a demand's content, that it has no source, and then the calling of that advance verdict source-tracing. It can catch a substitution; it does not guarantee in advance that it will return the same negative answer for every content. To skip the checking of source on the strength of a past in which another acted in one's stead, of the fact of having benefited, or of the occupancy of a position taken over, is not enough to settle that an accountability stands.
F39 The Division of Holders. Only a subject can hold a duty; construct and subject alike can hold accountability. A duty's source must lie inside the bearer, and a construct has no inward source. Accountability's source lies in the power that converges upon the position, and a construct can be converged.
A duty's source must lie inside the bearer, and a construct has no inward source, so a construct cannot hold a duty; accountability's source lies in the power that converges upon the position, and a construct can be converged, so a construct can hold accountability. A company converged by a regulatory body holds accountability at that position; and a company cannot legislate a law of its own for itself—it has no such inward source.
That a construct holds accountability means that a demand may take an organizational or institutional position as its address of attribution, while the answering, the refusing, the carrying out, and the revising must all be realized through the corresponding nodes and procedures. This grants the construct no independent first-person inward source, and it does not of itself spread that accountability into one and the same duty for every member. The address of attribution falls on the company, while the hands that move are a few people in the compliance department; the two are not one thing.
On the issuing side too, a construct serves only as an address of attribution. A construct does not hold a recognition-based right in its own name, and a demand issuing from a construct can nonetheless generate accountability, because the power-face on that side is a borrowed one, and what the construct does on that chain is again to serve as an address, not as a holding end. §II's F42 is the other face of this move. On neither side is a construct the self-holding end of a recognition-based right; and on the converged side a construct may still be the registered bearer of accountability, where holds accountability takes the sense of organizational attribution this proposition has fixed, and gains it no first-person inward source thereby. On the converged side, bearing accountability, a construct may serve as an address of attribution; on the issuing side, a construct serves only as an address of attribution too.
Three things are separate, and to run them together yields two opposite errors. Which nodes actually carry out the organization's work is one. Which nodes handle the inquiry, the account, and the remedy after the company has failed in its accountability is a second. Which member, on what independent ground, bears a personal accountability, a liability, or an adverse consequence is a third. The first two are realized through persons and procedures, and they do not of themselves establish the third.
Each of the two opposite errors is barred once. The name of a construct may not screen a personal liability that already has an independent ground; a construct does not serve as a shell that blocks personal bearing. Nor, when a construct has failed in its accountability, may that load be transferred outright onto the books of some one member; a construct's internal charter is not the sole ground. The third thing must have a source, a competence, a registration, and facts of conduct of its own.
If a demand penetrates through to a natural person inside the construct and zeroes out that natural person's subject position, the T5 gate is read as broken through at that natural person, and not at the construct. The gate's jurisdiction is drawn separately in §V.
Any predicate that requires an inward source can be attached only to members inside a construct, and not to the construct. In this study that sentence is a discipline of attribution: it governs the handling of attribution, keeping a predicate that requires an inward source from being misattached to the construct. It is not offered as a proven theorem ranging over the whole of language.
II. Three Stations and Two Chains
§I gave the definition and drew the divisions. This section measures the road a demand travels from its issuing to its discharge, and asks whether two demands running in opposite directions between the same two nodes are counterparts of each other.
F40 One Demand Runs Three Stations. It issues as the demand of some recognition-based right's power-face; it lands by registration as accountability; it is discharged by the corresponding act. The last two stations stand on one and the same side, the converged side, and are not divided between two parties.
The three stations are three states of one and the same demand, and not three demands unrelated to one another.
The first station is on the side of power: a recognition-based right shows its power-face when it actually converges a recipient, and the demand issues from there. Power is taken here still in the sense §I limited it to, and does not mean any social force whatever; if at the first station there is only a bare force and no such right, what lands is sheer force, and the three stations have no point of departure. The second station is on the converged side: the demand lands by registration in the recipient's action-space, and the answering load he holds in that cell is his accountability. The third station is on the converged side too: the accountability is discharged by the corresponding act.
The company requires the employee to complete the handover before the end of the month, and on that one demand the three stations are run through at a stroke: the right by which the company disposes of this post shows a power-face and issues the demand; the demand lands in his action-space and becomes his accountability; he makes the handover, and the accountability is discharged.
The second station and the third stand on the same side. Set the demand with the one party and the discharge with the other, and accountability becomes a voucher in the first party's hand while the act becomes a delivery the second party owes the first—which is the shape of credit and debt. Accountability and act are both on the recipient: the one a load standing upright, the other that load's discharge. What is divided between two parties is only the first station against the last two, and that division is the division of the power-face from the face that is converged.
The demand a power issues and the cell a recipient holds are one and the same demand, and not one and the same thing. One and the same demand, because from first to last it is this one demand that runs the three stations; not one and the same thing, because the two stations fall on different sides—at the first what is read off is a right's power-face making its demand, at the second an answering load. Call them one and the same thing, and accountability is put into the company's hands, where it is not; call them two unrelated demands, and one goes looking for a second source for the second demand, which has no other source.
The three stations do not exhaust act. The issuing of a demand can itself be an act, and a discharge may be a required forbearance—confidentiality is discharged in just that way. The three stations divide the states of one demand; they do not define act.
F41 The Readability of an Unmet Demand Proves the Demand Independent of Act. Given that the demand already stands on its own, non-discharge does not cancel it. If the demand just were the act, then the act's not occurring would be merely that thing's not occurring, and there would be nothing left standing that could go unmet.
Let an accountability stand and the bearer not discharge it: the demand is then unmet. For that reading to hold at all, something must still be standing; if the demand just were the act itself, the act's not occurring would be merely that thing's not occurring, and nothing would be left over that could go unmet. The end of the month comes and he has not made the handover: the motion of handing over did not occur, and the demand did not vanish with it. That unmetness can be read at all is itself the proof that demand and act are two.
The inference runs one way only. Disappointment, or an expectation come to nothing, is not enough to establish that an accountability was ever there. A colleague hoped he would put a certain file in order along with the rest, and waited in vain; that proves the colleague's expectation came to nothing, and not that there was ever a demand with a source, with content, and registered. Unmetness yields the independence of the demand; whether the demand stands is still checked against what §I laid down.
Unmetness and a second reading that looks much like it differ by a hair, and they come out opposite. Unmetness is a demand standing while the act has not occurred, and it is evidence that an accountability stands. The second runs thus: the statement of accountabilities for that post hangs on untouched, while the company long ago ceased to dispose of it—no one asks after it and there is nowhere to ask—and the bearer is in position with no accountability to speak of. This study calls the latter nominal convergence, and its place is §IV. Where a demand goes unmet there is an accountability; where convergence is nominal there is none.
F42 The Two Chains Run in Opposite Directions, with Three Stations Each. If the two chains stand separately, then the position-holder's recognition-based right converges the bearer, and the bearer holds accountability and issues an act; and the power-face of the recognition-based right the bearing side relies on converges the position-holder, and the position-holder holds accountability and issues an act. Each chain's issuing end must rely on a recognition-based right running through the three-fold interlock; only then does that right's power-face generate the chain's accountability. Where the issuing end is a subject, it holds that right in its own name. Where the issuing end is a construct, the construct does not hold a recognition-based right in its own name, and its power-face is borrowed from the right held by the subject who invokes that apparatus (per Power Theory P2 M2); the construct is that chain's address of attribution, the phrase in its own name holds only of a subject issuing end, and the borrowed right must still run through the three-fold interlock, a requirement that borrowing does not relax. Each chain has its own conditions of constitution, and neither is the price of the other.
Between the same two nodes there can be two chains running in opposite directions. The first sets out from the position-holder: the power-face of his recognition-based right converges the bearing party, the bearing party holds accountability in that cell, and discharges it by an act. The second sets out from the bearing party: the power-face of the recognition-based right the bearing side relies on converges the position-holder, the position-holder holds accountability in that cell, and discharges it by an act. Each chain has the structure of three stations; they run in opposite directions and are the same in form. Between company and employee there are just such two: the one discharged by pay at its term, the other by the handover and by confidentiality.
On the second chain there is one thing that cannot be left out: the bearing side too must rely on a recognition-based right running through the three-fold interlock, and only then does its power-face generate that chain's accountability. If what this side puts forward is merely a social force, and the network processes no claimable position, then what lands on that chain is sheer force and not accountability, and it is not a chain in the sense of this section.
Here relying on a right and holding one in one's own name must be kept apart. A recognition-based right is a thing a subject holds, and it takes standing to hold one (per On Rights and Entitlements F27, P1 F4), whereas a construct has no negation-gate and therefore has no standing to hold with. A company does not hold a recognition-based right in its own name. That it can nonetheless issue a demand which generates accountability has a reading given upstream: an apparatus does not wield power; individuals invoke an apparatus to wield power, and the topological legitimacy of an apparatus is borrowed, not native (per Power Theory P2 M2). A company does not lay people off; key-node managers lay people off through the apparatus the company is, which is the very example that paper adduces; and the company's requiring the handover of that employee likewise issues from some position holding the corresponding right, by way of the apparatus the company is. What a construct does on the chain is to serve as an address of attribution, and not as a holding end.
Borrowing relaxes no requirement. The right borrowed must still run through the three-fold interlock, or there is nothing there to borrow: a bare demand with no subject's corresponding right underneath it finds no position to borrow from, and what lands is sheer force still. The requirement stands in the same cell on both chains, and is not relaxed because the bearing side happens to be a construct; how the borrowed right itself stands is checked by its own source and its own registration, and not here. How a construct serves as an address of attribution on the holding side is at §I.
That each chain must have a running right underneath it does not make one chain's standing conditional on the other's. What each chain requires is the right its own issuing end relies on; each asks its conditions of its own end, and neither asks anything of the other. So one chain may stand while the other does not, and both may stand without being counterparts of each other.
F43 No Universal Quid Pro Quo. A recognition-based right is not got in exchange for recognizing a power. The generation, the continuance, and the termination of a chain's accountability are judged by that chain's own content and conditions; an accountability is not generated automatically because the other chain has been performed, nor released automatically because the other chain has not. Whether a particular arrangement makes some fact a condition of application is judged separately, by that arrangement.
The transactional reading has a complete shape: the recipient has recognized the other's power and gets in exchange the right on his own side, so that the right is the counterpart of recognizing a power and accountability is the price of holding the right. The shape follows naturally enough, and it does draw the look of many a particular arrangement; as a universal rule it does not stand. The conditions under which a recognition-based right stands are given upstream: it takes its content-identity through constitutive recognition, and then enters operation through the three-fold interlock of institutional embedding, effective community recognition, and real power backing. Not one step along that road is handed over as the counterpart of recognizing another's power; and power stands by registration in the first place, and needs no recognitional gloss laid over it before it can take effect. There is therefore no universal point of exchange.
What this proposition blocks is two automatics. That the company has paid in full and at its term the accountability on its own chain does not of itself generate a fresh accountability on his; for one to be generated, that chain must itself have a source, content, and a registration. That the company owes wages and does not pay does not of itself release the confidentiality accountability already standing on his chain; to release it, a reason must be found within that chain's own conditions.
To block the two automatics is not to declare that no relation of condition exists. A contract may say in terms that pay having been made is a condition of application for some demand of delivery, and then there is indeed a relation of condition between the two; but that relation comes from the contract, and is judged by the contract's content and conditions, and not from any rule that sets rights and accountabilities universally against each other.
III. Accountability and Liability
§I cut accountability apart from duty; this section cuts it apart from liability. The two stand on the same side, the converged side, and are the likeliest pair to be taken for two names for one thing.
F44 Liability Is the Bearing of That Position Itself. The liability held by one converged by a power is subject to that power's demand. Liability says that a position can be altered; it does not say what the alteration contains. It is conditioned neither on fault nor on whether a channel of exit is available.
Liability is the cell Paper 0 has already claimed. This study takes it as it stands there, and only says exactly how far it reaches.
What it governs is the bare fact that a position can be altered. That one converged by a power holds a liability means that his relational position stands within that power's reach: let the power move, and his position alters with it. What it alters into is another question.
Two conditions do not enter this cell.
First, liability is not conditioned on fault, and the one who holds it may have done nothing wrong. Paper 0 has already set up the odious-debt example, and the reference here only points back to it: after a regime falls, the new regime and people may declare the odious debts of the former regime void, and the creditor's legal state is thereby altered; what is at work there is not a duty laid on the creditor but a power to alter a systemic legal state. The creditor has been derelict in nothing. What the creditor holds is a liability.
Second, liability is not conditioned on whether a channel of exit is available. Paper 0's sentence on liability came with the clause "bearing it if it does not exit, and no longer holding the right if it does"; the general definition given here carries no such clause. The reason is not that the sentence is wrong, but the layer it is so easily read as carrying: that bearing presupposes the availability of a channel of exit. The odious-debt example rules that reading out exactly: what the creditor stands across from is a power to alter a legal state, and stipulate that no channel of exit is available to him—the liability stands all the same. The clause no channel of exit is an added condition this study stipulates expressly for the sake of the display, and not a fact the upstream has found: the upstream takes from that example only its structural position, and says nothing whatever about whether the creditor has a channel of exit; nor does this study thereby assert that no registered position exists there, still less pass judgment on any actual relation of debt. One expressly stipulated case is enough to carry the display. The availability of exit belongs, by §I's division, to the two upstream places, and this cell of liability is not moved by it.
F45 Liability Can Stand Empty. In the odious-debt example the creditor holds a liability with nothing required of him: his legal state is altered, and that is all. So liability is not conditioned on a demand with content.
A liability can be empty. The creditor holds a liability and there is nothing whatever for him to do: nothing to deliver, nothing to answer, nothing to declare—his legal state has been altered by another's power, and that is the whole of it.
An empty liability is a liability still, because what that cell says all along is that a position can be altered, and not that there is something at the position to be done. This is the footing the next proposition stands on: if liability had to carry content, liability and accountability could not be told apart.
F46 The Position Is Filled with Accountability Only When a Demand with Content Lands in It. Accountability points to a demand whose content, whose position of application, and whose conditions of discharge are already identifiable. Registration gives it its actual standing at that position; it does not supply the content by itself, nor does it prove by itself that the demand is warranted. Liability governs bearing and accountability governs answering; the two stand on the same side, the converged side, and are not two ways of saying one cell.
When that cell is filled by a demand with content, it becomes accountability.
The content comes from the side of the rule. The employee's confidentiality clause has already set out what counts as a thing to be kept, within what compass it is to be kept, and by what procedure a breach is handled; none of that is given by registration. Registration does another thing: it makes this already-set-out demand actually stand at the position of this one term of employment. What the rule sets out, and whom registration makes it land on, are two things and belong in two places. Nor does registration thereby prove the content of that clause warranted; warrant is at §V.
Liability governs bearing, accountability governs answering. The first is that a position can be altered; the second is that a demand awaiting an answer stands at the position. The two are on one side, the converged side, and are not two ways of saying one cell: were they two ways of saying one thing, an empty liability could not exist—and it does.
Nor does accountability come free of liability. There is no such thing as a demand landing on a man whose position is wholly unmoved by that power; a demand can be made of him precisely because the position lies within reach. So every accountability presupposes a liability, while not every liability is filled out into an accountability.
IV. Generation, Completion, Termination, and Failure
Four things each have a door of their own, and packed into one question they collide with one another: a particular demand is completed or brought to an end by its content; a bearing position terminates upon exit; the relation that supports its standing fails at the upstream's break point; and before these three there stands the question of how an accountability is generated at all. This section takes them in that order.
F47 The Conditions Under Which an Accountability Stands Are Checked by the Type of Bearer. The criterion is whether the action-vector is objectively converged by a field of power; it lies not in emotion and not in identification, and a registration may be a willing one or a coerced one (per P3 F13). Given F46's condition that the demand's content, its position of application, and its conditions of discharge are already identifiable, what must be checked is the constitutive recognition and the three-fold-interlock operation of the corresponding recognition-based right, together with that demand's actual registration in the recipient's action-space. Where the recipient is a subject bearer in F53's sense, the minimal relational position T5 preserves must be checked in addition, and the conditions of standing are then a conjunction of four layers; where the recipient is a construct, a construct's not having a subject position is not counted as a failure to pass T5, and its bearing and its boundary are judged by F39 and F53. The layers are not all read on one and the same side: registration in the action-space and the T5 slot are read on the recipient's side, while content-identity and operative efficacy are properties of the corresponding recognition-based right itself and are read on the side that holds that right. Registration alone does not supply content. As regards first generation, where the required conditions have never been complete no accountability has stood; a case that was once complete and later fell below threshold does not belong here, and is read by F52 and the propositions with it.
The four layers are not pieced together by this study. The upstream, in writing the T5 seam, already set them side by side: T5 gives the minimal relational slot, constitutive recognition gives content-identity, the three-fold interlock gives operative efficacy; and registration in the action-space and T5's preservation of the subject position the upstream had long since cut into two things. What this study adds is only the marking of which side each layer is read on.
Marking the side is not a flourish. The first two layers are facts about the recipient: his action-vector is indeed converged by that field of power, and he is still preserved as a subject position able to answer, to refuse, and to revoke the registration. The latter two are not about him at all; they are properties of that recognition-based right itself—it takes its content-identity through constitutive recognition and its operative efficacy through the three-fold interlock. Where the bearer is a subject, the check runs two layers on each of the two sides, the evidence gathered in different places, and any one of them missing generates no accountability; where the bearer is a construct, the T5 layer does not apply and the remaining three are checked as before. Leave the sides unmarked and the layers get read as a single checklist on the converged side, so that completeness on the recipient's side is taken for completeness overall.
If the employee's post manual has printed in it a clause that no one has ever actually applied to this position of his, what is missing is the layer of registration. If the domain in which that demand sits has never acquired the operative backing the three-fold interlock requires, what is missing is the layer of operative efficacy. Neither way of being missing generates an accountability, and neither is the same thing as failure: failure is having once stood and then fallen below threshold, whereas conditions of generation unsatisfied is never having stood at all. To say that some department has long gone unattended to and that the company brings no disposition to bear on it any longer is not enough: that no disposition is actually brought to bear does not of itself prove that the backing of disposition never existed, nor does it rule out that it once existed and later fell below threshold—and the latter is exactly the failure F52 speaks of. For an example actually to lack this layer, it must be expressly stipulated or ascertained that real backing was never acquired.
What falls out when this layer is missing depends further on which support the break falls on, and the two are separated at P3 F10. Where what is missing is the operative efficacy the three-fold interlock gives, one thing only can be concluded: no accountability stands. If force is still being applied at the same time and the network processes no claimable position, the case reads as sheer force in the way §I set out (per P4 F16); if even actual convergence is gone, one may not infer back from there being no accountability that sheer force is there still. The failure of a necessary condition for accountability rules out that accountability; it does not by itself establish sheer force.
F48 A Demand Is Completed or Brought to an End by Its Content. A registered one-off demand of delivery is discharged once the delivery is complete, while the role, the right, and the power backing may all continue to exist. The expiry of a term set within the content, the disappearance of a condition, or a revision of the demand are likewise not necessarily any kind of failure.
He completes the handover, and that demand is completed. After the completion his post is still there, the company's right to dispose of that post is still there, and that right's power backing is still there. The closing of a single demand does not disturb the whole set it hangs on.
Expiry of a term, disappearance of a condition, and revision of the demand all go the same way. The demand agreed to run only to the year's end comes to an end when the year's end arrives; the demand that applies only because some condition holds no longer applies once the condition disappears; the demand that has been rewritten runs thereafter by the new content. All of this is written in the demand's own content, and has nothing to do with failure. Failure is a break in the relation that supports this demand, and here the relation takes no damage at all.
F49 Exit Terminates the Running Answering Load That Registration Supported. By F38, what binds a position is held no longer once that registration is exited; so what exit terminates is the running answering load that registration supported, including demands that would fall thereafter and demands still running on. Exit does not retroactively erase the fact that an accountability did once stand, nor the performance or non-performance that has already occurred; nor does this exit by itself cancel demands generated on other relational positions that still stand, which are checked separately, each by its own source and its own conditions.
After he resigns, the demands that fall on that position thereafter no longer fall on him; and the load still running on by that registration terminates with them—the confidentiality accountability does not run on merely because it is a standing one. The two terminate together, and that is what exit terminates.
It does not terminate two things. The first is what has already happened: what he handed over within his term and what he left out, resignation does not rewrite that history. The second is a source elsewhere: if he has besides a non-compete agreement still in force, or if some other relational position between him and the company still stands, then the demands at those positions are settled by their own conditions, and do not lapse along with this one resignation. Exit is a knife that falls on this one registration; it is not an eraser that can wipe out the whole record.
F50 After Recognition Is Withdrawn, the Conditions of Constitution and of Operation Must Be Rechecked by Domain. Only where all sources exit in that domain does it go as outright withdrawal; only if some subdomain falls below threshold does it go as local failure; where the remaining sources still suffice to support the original compass, the withdrawal of one support does not of itself yield a verdict of failure.
When recognition is withdrawn, ask first which domain has been withdrawn from, and then ask whether what is left after the withdrawal is still enough.
The three cases come apart. All constitutive sources exit in that domain: that is outright withdrawal, and the accountability on that domain goes out with them. Only some subdomain falls below threshold: that is local failure, and the accountability on the domain that fell below threshold disappears while the rest runs on. And if what has been withdrawn is only one support among several, the remaining sources still sufficing to support the original compass, then the withdrawal of one support does not of itself yield a verdict of failure. One support's exiting and the whole position's giving way are two things, and a threshold stands between them.
F51 Termination Does Not of Itself Generate a Moral Residue. This study does not, from the termination of the original accountability, erect of itself a sourceless residual moral debt; nor does it declare on that ground that every subsequent matter has been settled and closed. Positions of subsequent inquiry and of subsequent handling each require a ground of their own, and are not struck off together by the disappearance of the original registration.
After termination there are two opposite misreadings, and this proposition blocks one on each side.
On the one side is the reading of termination as leaving a residual moral debt behind—as though, the position being gone, he owed something morally still. This study erects no such sourceless debt. Accountability has its source in the power that converges upon that position; the source being gone, it does not go on existing under another face.
On the other side is the reading of termination as everything having been settled and closed: the position has terminated, so nothing need be asked further. This does not stand either. Positions of subsequent inquiry and of subsequent handling may each have a ground of their own, and they are not struck off together by the disappearance of the original registration.
Two kinds of old account must be written separately. The first is the bearer's own historical fact of performance or non-performance, which exit does not erase. The second is the load another left behind during a phase of exercise in his stead, which runs the other way and is handled separately in §VII.
F52 Accountability Erects No Failure Typology of Its Own; It Is the Reading, on the Converged Side, of a Right's Failure. Where a change in an accountability arises from a corresponding break at the same seam, it is read using the upstream failure signature; no synonymous set of names is introduced.
The upstream has already divided the failure of a recognition-based right into five types by where the break falls. Accountability starts no second set; it is only the reading of that same break on the converged side.
| The upstream's five types (on the position side) | The reading on the converged side |
|---|---|
| Outright withdrawal: all constitutive sources exit | The accountability on that registration goes out with them |
| Hollowing-out: power backing falls below threshold while the shell remains, leaving a declaration | Nominal convergence. The demand still lands in name while no actual convergence lands with it; the bearer is in position with no accountability |
| De-righting: the network ceases to process the position as a right while coercion persists, degenerating into sheer force | What the bearer undergoes is no longer accountability; it is what sheer force imposes |
| Carrier migration: the carrier migrates while the right runs on | If the accountability's bearer or its instance of registration has in fact changed, the old instance terminates and a new instance arises; if what has changed is only the carrier of backing while the registration of the accountability runs on, the change of carrier does not of itself erect a fresh generation of accountability |
| Local failure: only part of the domain falls below threshold | The accountability disappears on the domain that fell below threshold, and the rest runs on |
The upstream says expressly that the five types are typical failure signatures and that the combinations are not limited to these; this table likewise claims no exhaustiveness.
The de-righting cell carries an audit requirement over from the upstream: the audit is to be made on whether the network still treats the position-holder as a right-holder who can initiate procedures, invoke procedures, and require a response, and being unwelcome must not be mistaken for no longer being a right.
The hollowing-out cell has three further points. The first: the fact that the accountability did once stand before the hollowing-out, and the fact of the non-discharge that had already occurred, are preserved by F49 and F51, and what this table reads is the state of the accountability after the hollowing-out. The second: if one asks separately whether the particular conduct that produced this state violated a right and, if so, whose and which rights, that is checked layer by layer as F54 has set out, and a violation is not judged directly from the failure of an accountability, nor is such conduct proved warranted by the termination of an accountability itself. The third: the phrase the bearer is in position with no accountability describes only the current state after the hollowing-out: it neither declares retroactively that there was no accountability before, nor prejudges that no other source can back it afresh thereafter. Hollowing-out is the layer of operative efficacy having once been there and then falling below threshold, and differs from the never having acquired it that F47 handles: the two point to one and the same layer, the operative efficacy the three-fold interlock gives, and differ in tense. What §II called nominal convergence is exactly this cell.
The carrier migration cell leaves one place without an independent check. At the moment of carrier migration a gap may open in which the old registration has stopped and the new has not yet formed; this case depends at once on two conditions, this study's convention of individuation and real backing having in fact fallen below threshold, and it cannot be confirmed by analogy with actuality alone, so this study does not for the present take it as an independent check.
V. The Boundary
Accountability has a boundary, and in the drawing of it there are two places where one easily goes astray: one is drawing the boundary somewhere else, the other is taking the drawing of a boundary for a protection. This section sets up the gate first, and then says how far the gate's jurisdiction runs and what it does not govern.
F53 T5 Is a Gate, and the Gate Governs Only the Minimal Relational Position. This gate governs only subject bearers. Where the recipient is a subject, he must be preserved as a subject position able to answer, to refuse, and to revoke the registration; let that position be zeroed out in the recipient's action-space, and the relation passes out of social power, and no accountability stands. On the construct side this gate does not apply: whether its accountability stands and continues is checked against F47's conditions of application, and completion, termination, and failure are handled separately by §IV. It is only where that position is zeroed out that a power recedes, in this study's terms, into non-social power; other boundary-crossings may still occur while the relation has not left the field. A demand's exceeding the compass of a role, violating a basic right, or forming a lock-in does not take the zeroing out of the subject position as a necessary condition, and each is judged separately by its own criterion. That T5 has not given way is not a sufficient condition for a demand's being warranted or for its being free of violation.
The gate is set where the upstream has already set it. A relation remains social power only so long as the recipient is still preserved as a subject position able to answer, to refuse, and to revoke the registration; let the position be zeroed out, and social power leaves the field. Accountability has its source in that power, and with the source gone from the field no accountability stands. No second gate is set up here; the gate is only applied to the accountability side.
The gate governs only subject bearers. §I established that a construct can hold accountability, and the two items can refuse and can revoke the registration make no sense said of a construct: a company's refusing regulation is not a refusal in T5's sense, a company's revoking its registration just is dissolution or exit, and terminating a construct can be a routine move inside an institution, while the same shape done to a subject is the gate broken through. Leave the jurisdiction undrawn, and no accountability a construct holds could pass this gate, so that none would stand at all—which pulls against what §I established.
A construct is not judged to hold no accountability for want of a subject position, nor is it thereby spared the continuing check of the conditions of standing. A demand completed or brought to an end by its content goes by F48; an exit from that registration goes by F49; a break on the same seam in the corresponding right's conditions of constitution or of operation is read by F50 and F52. What is borrowed is the corresponding right's failure signature, and what is reported is the state of the construct's accountability on the converged side; this neither reclassifies the construct as a self-holding end of a recognition-based right, nor do the five types exhaust every combination.
There is a further case that falls at a third place. If a demand penetrates through to a natural person inside the construct and zeroes out that natural person's subject position, the gate is read as broken through at that natural person, and not at the construct. §I wrote that a construct does not serve as a shell that blocks personal bearing; this is the other face of that: a construct does not serve as a shell that absorbs personal protection either.
Boundary-crossings outside the gate are not the gate's to govern. A demand exceeding the compass of a role, or violating a basic right, or forming a lock-in—all of these can occur while the relation is far from having left the field. The employee's post is still there and he can still answer, still refuse, still revoke the registration, while some demand of the company's has already reached into a place it should not reach. Such matters are each judged by their own criterion, and do not take the zeroing out of the subject position as a necessary condition. That T5 has not given way is no proof that a demand is warranted, and no proof that it is free of violation.
From this the office of this study must be nailed down: it classifies; it issues no warrant. A load classified as accountability gains no endorsement thereby; and conversely, a demand that has crossed the definitional boundary and is no longer called accountability in this study's terms has not thereby had its coercion stop in actuality. The reclassifying of a concept is no mechanism of protection in actuality. An exit clause written on paper does not thereby prove that the position T5 requires is really preserved in actual operation; that must be checked separately.
F54 No Separate Class of Violation of Accountability Itself Is Erected. The performance of an accountability can be blocked, and no separate class of violation of accountability itself is erected on that account. Whether the blocking violates, and what right of the position-holder, of the accountability's bearer, or of some other subject it violates, is judged by placing it on the upstream's scale (P5 F22): the basic component is read by limit and violation, the recognition component is read for failure by the five types, and the two sets are not mixed. Performance blocked, performance impossible, whether the accountability continues to stand, and how the attendant consequences are handled do not follow automatically one from another. As regards the converged party, this proposition registers only the facts of external blocking and of non-delivery; it does not on those facts alone find a breach or a dereliction, nor does it find on them that he is of course free of bearing any attendant consequence. The corresponding judgments are still handled separately by the content of the demand, its conditions of application, and the relevant facts, and no defensive status with respect to accountability is generated from the blocking itself.
Someone has blocked his performance; this adds no new class of violation.
The reason lies in what a violation takes as its object. What a violation is directed at is the subject position and its degrees of freedom, whereas an accountability is a converged answering load: it is not an asset, and it is not a credential protected by a right. When a load is blocked, what takes the damage is something else—it may be the position-holder's recognition-based right, it may be some basic right of the bearer's own, it may be something of a third party's. Which it is, is judged by placing it on the upstream's scale: the basic component read by limit and violation, the recognition component read for failure by the five types, and the two sets not mixed.
Nor may the inference be run backwards. That accountability is not an asset does not yield the conclusion that the channels, the credentials, and the persons involved in performance can never have a rights protection of their own. If those rights are there, they must have sources of their own.
Four things do not follow automatically one from another: performance blocked is one, performance impossible is the second, whether the accountability continues to stand is the third, how the attendant consequences are handled is the fourth. The company shuts off the system he needs, and he therefore cannot make the handover: the blocking is a fact, the non-delivery is a fact, and these two facts by themselves neither prove him in breach or derelict nor prove that he is of course free of bearing any attendant consequence. These are still handled separately by the content of that demand, its conditions of application, and the relevant facts.
Only the facts are registered, and no settlement is made in either direction. No defensive status is generated from the blocking itself, and no fault is found from the blocking itself.
F55 Tension Inside the Boundary Is an Interface, Not a Quantitative Theorem. Within T5 there may still be tensions of conflicting demands, of the cost of performance, and of practical feasibility. Whether the compass of answering widens correspondingly as the compass of power exercised grows depends on constraining arrangements that stand on their own footing, and does not follow directly from the definition of accountability.
The gate holds, and the tensions inside the boundary do not disappear on that account. Demands can conflict with one another, performance can be expensive, actuality can make a thing impossible. All of this lies within T5, and the gate does not reach it.
One of these is especially easy to take for a theorem: the greater the power exercised, the heavier the answering. This does not follow from the definition of accountability. Accountability has its source in the power that converges upon this position, and not in the power this position exercises outward. That a position exercises great power outward does not show that inquiry into it and constraint upon it have correspondingly been established; the two can come apart, and it is exactly this coming apart that institutional design has to handle. Whether the gradient of power exercised against answering stands depends on what that particular construct has actually set up, and that is a matter of experience, not an inference from a definition.
Tension inside the boundary is marked here only as an interface; it is given no quantitative law.
F56 The Name Accountability Does Not Distinguish Nurturing from Suppression from Colonization. That a demand is found to be an accountability says only that it has a source, has content, and has landed by registration at some position; it does not say whether it makes the bearer grow or collapse. That judgment has a door of its own: whether the power is nurturing or colonization is judged by the structural criterion the upstream has already set, and whether the demand crosses the boundary is judged by limit and violation. A bearer's holding an accountability gains it no endorsement of warrant.
One and the same person recognizes one and the same power, and the accountability he takes up thereby can be the kind that holds him up, or the kind that presses him down, or even the kind that gathers him in as material for another's ends. And on this study's naming the three are not distinguished at all; all three are accountability.
The company requires him to write a quarterly review, and this may force him to think one layer further about what he has done, or it may only leave his superiors a file by which he can be called to account; the company requires him to be on call at all hours, and this may be a genuine lifting-up, or it may be the gathering of the whole of his time into someone else's arrangements. In all three cases that cell stands: there is a source, there is content, and it has landed by registration on his post. The name accountability reports that the conditions of standing are satisfied; it does not report that the content of the demand has an endorsement of warrant.
Warrant, and the judgment of nurturing, suppression, and colonization, have doors of their own. Whether a power is nurturing or colonization the upstream has already cut apart by a structural criterion (per P6 F26), writing expressly that it is not settled by motive, by feeling, or by good and evil: a well-meant inquiry can be, structurally, colonization, and an ill-meant inquiry can be, structurally, nurturing. Whether the demand crosses the boundary is judged by limit and violation. Neither door is in this study.
This proposition is a negative one. It rules out one inference; it asks after no motive, asks after no identification, and passes no judgment on effect. The upstream settles limit and violation by structure and not by motive and feeling; the upstream's criterion for registration lies neither in emotion nor in identification; and this proposition collides with neither of those.
From this there falls a further conclusion, one less easy on the eye, and it has a boundary of its own: two sentences must stand together. First, so long as the conditions of standing that F47 applies by the type of bearer and the corresponding boundaries of F53 are still satisfied, a demand can violate a basic right, can form a suppression or a colonization, and have the identity of an accountability all the same—the name accountability does not thereby endorse its content; cut such a case out, and whatever is called an accountability would carry the implication that no boundary has been crossed, which is exactly to let the classification issue warrant, the contrary of this proposition. Second, where the conditions of standing are no longer satisfied, the identity of accountability may not be retained merely because the demand still has coercive effect; if the same demand at once zeroes out the minimal relational position of a subject bearer, or the corresponding conditions of source, of registration, and of operation no longer stand, then its identity and its destination are judged by F53 or by §IV. Whether a boundary has been crossed is typed by the upstream, and the typing does not itself answer for the conditions of standing. If a suppressed bearer refuses a demand that violates a right, F54 does not on that fact alone classify the non-discharge as dereliction. This refusal is non-delivery, not external blocking; here too only the facts are registered, with no settlement in either direction.
Last, how far this proposition actually governs must be made plain. §IV set the conditions of standing. Among suppressive demands, any that fails to satisfy the corresponding conditions on the right's operation and is imposed by sheer force alone fails to be an accountability there already, because where there is no recognition-based right running through the three-fold interlock there is no power-face of one. So this proposition actually governs only those cases in which the conditions of standing are still satisfied and there is suppression all the same, and its jurisdiction is narrower than its letter. This is no general accommodation of suppression; the only thing it refuses is one step of inference, the step from a load's being an accountability to its not suppressing the bearer.
VI. Coexistence and Engagement
Accountability and the one inward duty that has been kept do not exclude each other, while between it and the deleted model of horizontal duty there is a genuine difference. Both matters are read off the two columns, source and what is bound: the first asks whether what stands on the two columns can land on one and the same motion, the second asks where each of them lands.
F57 Accountability and Duty Can Coexist. The two can land at once upon one and the same act. Their sources differ, what they bind differs, the efficacy of exit differs. To exit that registration does not of itself cancel the bearer's self-bearing under his own law; but whether a self-legislated demand bearing on some particular act continues to apply is judged by the content and the conditions within his own law.
Upon one and the same act an accountability and a duty can land at once, and the two do not exclude each other, because they stand apart on the two columns.
The employee's confidentiality is just such an overlap. The company's confidentiality clause converges upon his post; this one has its source in that convergence, what it fastens on is the post, and it is accountability. He may himself have laid down a line about not selling what has been entrusted to him; this one has its source in his own law, what it fastens on is the man, and it is duty. The two land at once upon one and the same motion, and that motion is a required forbearance: he does not speak. Where §I set the two columns out it took two different motions; what is asked here is another thing—whether what stands on the two columns can land on one and the same motion. It can.
The division shows itself only after he resigns. The accountability half no longer falls on him thereafter, along with that registration (per F49). The duty half is not held up by this registration and does not go out with it: he is still the subject that answers to its own law, and self-bearing at that layer is conditioned on the persistence of no external registration whatever.
That self-bearing at the meta-layer is not conditioned on the persistence of that registration does not amount to saying that every particular demand inside his own law runs on of itself. Whether the line about not speaking still applies to him after he leaves is judged inside his own law: whether, when he laid that line down, he confined it to the term of employment; whether that matter is still a thing entrusted to him once he has left. The answers to these two questions are not given by the termination of the accountability, and they are not given here. The meta-layer and the particular item are two layers, and neither can stand in for the other.
One counter-question must be caught first: if the inward duty can already require the bearer not to take others for instruments, why establish accountability at all.
The answer lies in the difference of source and of the efficacy of exit. The inward duty has its source in the bearer's own law and is not released by exit; there is no exiting into not being the subject of that law. Accountability has its source in the power that converges upon his position and is released by exit; to exit that registration is to hold it no longer. The two can overlap upon one and the same act, while to the questions why this thing falls on him at all, and whether it still falls on him once he has left this position, the two give different answers. On the day he resigns the company's item lapses with the post, while his structure of self-bearing does not lapse with it; whether his own particular demand still applies is judged by his own law. On the one motion of not speaking one support is gone, and not necessarily the whole of it.
There is a weightier place still. Whether an accountability stands does not turn on whether there is a corresponding line inside the bearer's own law. The company requires him to make the handover before the end of the month, and that demand falls on him not because he holds that he ought to make it; §IV has judged the point already—the criterion is whether the action-vector has been objectively converged by the field of power, and not feeling, and not assent. Were the inward duty the only category to hand, those demands which have in fact landed and which the bearer does not own would have nowhere to be put: either they must be called his own law, which is to ratify an incoming demand as self-legislation; or they must be called nonexistent, while they are at work. The cell the Introduction spoke of—with a place, with a force, and with no name—is here.
F58 The Contrast with the Excluded Model of Unconditional Horizontal Duty. One contrast stands established: that model is a universal mapping, one claim answered by everyone's one duty, spread unconditionally toward all; accountability is a conditional convergence, and lands only on specific recipients. This one is structural, not verbal. The difference in the efficacy of exit has its own place elsewhere: that is the contrast between the inward duty and accountability, at F38 and F57. What the termination lemma of A16 proves is that inward self-bearing is not released by exit; it does not thereby prove that the model is likewise not released by exit on the side of the party demanded of, and for the latter to stand it must be got from the model's own stipulations. Whether withdrawal leaves a residual moral debt is not listed in this proposition as an established difference: that on the accountability side, however it ends—by exit, by completion, or by the withdrawal of recognition—termination leaves no residue of itself is laid down at F51; while the claim that the model leaves a residual debt has no source upstream, and can stand only as a conditional contrast under an added stipulation.
What this proposition sets itself against is the one model this series excludes, and not the whole company of traditional accounts of duty. Those accounts have each their own construction, and this proposition lays nothing down that ranges over them all. One contrast only stands established; the other two are each remitted to their own place, on the following grounds.
The first is directly on view in one upstream sentence. Paper 0, in answering a counter-question, has already written this difference out: power is a conditional convergence, only where it actually converges, and converging only specific recipients; whereas duty is a universal mapping, one claim answered by everyone's one duty—the one conditioned and landing upon a specific relation, the other unconditioned and spread toward all. Accountability is generated by that power-face, and is therefore, with it, a conditional convergence. The company's confidentiality demand lands only upon this cell of this one term of his employment, and lands upon no one else; whereas the duty that model speaks of is that one man has a claim, and thereupon every man gets a line of his own. This one needs no deriving; it stands within one sentence of the upstream text.
The difference in the efficacy of exit does not belong to this proposition; it belongs to F38 and F57. The two ends of that contrast are the inward duty and accountability, and each end has its own warrant. The warrant at the inward end is the termination lemma of A16: "one cannot-not legislate only for oneself", "the subject's answerability to its own law"; hence there is no exiting into not being the subject of that law—this last sentence is a restatement made here from the termination lemma, and is not the upstream's own wording. The warrant at the accountability end is the upstream passage on the unborn beneficiary of a trust: the recipient holds a liability, subject to the conditioned power's demand, "bearing it if it does not exit, and no longer holding the right if it does." That passage states both that the recipient holds a liability and that on exiting the trust relation the right is held no longer; it does not yet use this study's concept of accountability. What is drawn on here is the structure of exiting one and the same relation, and the loss of that right is not on its own re-read as a release from accountability. Accountability in this study is fastened by F38 to a particular registration and points by F46 to an answering load with content; where that registration has in fact been exited, the running load that stood upon it terminates by F49. Brought together upon that employee it runs thus: he resigns, and the registration of that confidentiality accountability terminates, while he cannot resign his standing as the subject of his own law.
This contrast cannot be moved onto the face of the present proposition. The face of this proposition is that excluded horizontal model, whereas what the termination lemma proves is inward self-bearing; and the sources of the two already stand apart within F38—the inward source in the bearer's own law, the model's source in the pushing-outward of some subject's inner law. That one subject cannot exit into not being the subject of his own law does not yield that another cannot exit the demand the first has pushed outward onto him. Should the model likewise not be released by exit, it must be got from the model's own stipulations—its being stipulated, say, as conditioned on the persistence of no registered relation whatever; and that is a reading of a stipulation, not a property the upstream has checked. This study does not borrow the termination lemma to make the case for it.
Whether withdrawal leaves a residual moral debt is likewise not listed as an established difference. That the termination of the original accountability generates no sourceless moral debt of itself—that half is laid down at §IV's F51, and F51 never needed some other model's necessarily leaving a residual debt in order to stand. The other half stands otherwise: it has no source in the published papers of the rights spectrum, and the word residue does not occur once in those texts. One may of course stipulate a model of one's own and set it beside this one; but two standings must be kept apart. To posit a model that still retains a residual moral debt after withdrawal is a conditional contrast under an added stipulation; to say that the excluded model is so of itself still requires that model's own warrant. To draw the thing contrasted into a shape convenient for the contrast, and then to declare on that ground that a difference stands, is a contrast that proves itself. So the writing here is conditional only: if some other model does so stipulate, then this study differs from it upon this point.
What F51 actually reaches is a class of question like this: he resigns with one item of the handover unfinished, and upon whom that matter falls thereafter is judged, at F51 and F60, by their several sources and registrations; the sentence the original accountability has terminated will not catch it, and a residual moral debt conjured out of nothing will not catch it either.
That one has changed an English word does not of itself prove an escape from every duty-model, and the Introduction has said as much. It can be put more exactly here: what this proposition establishes is that one limited contrast and no more, the rest are each remitted to their own place, and whether the escape holds is carried by the division of the four positions, and not by the number of items in this section.
VII. The Accountability of a Subject-to-Be
On the side of the subject-to-be no separate scheme of accountability is erected. The criteria of the first six sections are applied as they stand, and the difficulty lies at one point only: gate-state and where a registration belongs look like one and the same thing, and they are two. These two are divided first, and then that batch of unhandled matters left once network-exercise has terminated.
Only a subject-to-be whose standing already stands falls here. One whose very qualification as a subject-to-be is not yet settled lies outside the jurisdiction.
F59 Where a Registration Belongs During the Phase of Network-Exercise Is Judged Item by Item. What the gate's coming to self-exercise alters is the manner in which the corresponding answering function is carried; it does not of itself settle to whom an accountability belongs. Each demand must have its content, the answering-space actually converged, and the registered bearer checked separately, and is not settled alone by who is able to answer for himself or by who actually exercises in another's stead. If the exercising network is in fact converged on account of that demand and the registration is completed upon it, the corresponding accountability lies with the network. If the subject-to-be itself, within the compass in which the gate is self-exercised, acquires the corresponding source, content, and registration, the corresponding accountability lies with the subject-to-be. Several demands about one and the same subject-to-be may belong to different bearers, and no migration is made in a batch. Whether an old accountability terminates and whether a new one stands are judged separately, by source, registration, content, and compass of application.
Gate-state says how answering is realized; where a registration belongs says who, within this relation, bears that demand. The former may be a relevant condition of the latter; it does not by itself stand in for the latter's checking.
The structure of the three gate-states is settled upstream (On Rights and Entitlements F33 and F34), and this study only points back to it and does not reopen it. The negation-gate divides into three states—no gate, network-exercise, and self-exercise—and what migrates with the gate is the operating host of a recognition-based right, while the standing-host of a basic right remains with the subject-to-be itself throughout, the gate's first-person belonging never transferring, and what the network exercises in its stead being the gate's function only. The upstream has lit both ends of this line and its middle stretch alike; here one thing only is asked further, a thing it did not ask: along that stretch of network-exercise, of those demands that land, with whom does the accountability register.
Answering-space admits two readings, and only the second is taken here. If it means what capacity to answer someone has at this moment, or who is doing the answering in fact, it cannot settle belonging by itself, because §I has already allowed a construct to hold accountability while the answering is realized through particular nodes: the one who actually carries out and the registered bearer need not be the same bearer. If it means the action-space that this demand actually converges and in which it is registered, then it can be applied item by item under F36 and F46; and to whom that space belongs must still be checked out from the demand's addressee, its source, and the fact of registration, and is not allotted in advance by whose gate has come to self-exercise.
A child's gate is passing from network-exercise to self-exercise, and along this stretch several demands commonly hang at once. The arrangement the guardianship network has brought off between the child and a school makes a demand that converges the position the network occupies, and the registration falls on the network too; the accountability lies with the network. An engagement the child has separately taken up within the compass in which its gate is self-exercised: if source, content, and registration are all three present, that item's accountability lies with the child. The two stand at once, do not conflict, and do not carry each other along. To ask to whom an accountability belongs is to look at that item's own three things, and not at how far along the gate-line this child has come as a whole.
Several demands about one and the same subject-to-be may belong to different bearers, and no migration is made in a batch. The gate's coming to self-exercise over some compass is not a removal that carries that batch of demands over from the network to the person at one stroke. Whether an old accountability terminates and whether a new one stands are each judged by their own source, registration, content, and compass of application.
Along that stretch of network-exercise three things each settle their own fate: the agency accountability that forms within a relational network because the subject-to-be exists and is actually carried by the network's nodes; the network's own accountability, carried because it has itself taken up positions of care, of representation, of protection; and the capacity to answer for its own position that the subject-to-be newly forms as the gate comes by degrees to self-exercise. These three are divided so that each may be seen to settle its own fate, and not in order to give three rules of disposal. Disposal goes in every case by source-tracing under F38, and is not divided by class. No opening may be made by class: allow an old arrear to be sorted into some class and thereby skirt the checking of source, and that opening will eat the whole of source-tracing.
Registration, too, is not conditioned on the subject-to-be's own assent. If the subject-to-be, once the gate has come to self-exercise, acquires an accountability upon a new registration, that accountability does not take its subjective assent to the power for a condition of its standing; so long as the corresponding conditions of constitution and of application remain in force, the demand is borne accordingly. The warrant is the upstream ruling on registration (P3 F13): a registration may run with the grain or under compulsion, and is not consent; the criterion is whether the action-vector has been objectively converged by the field of power, and not feeling, and not assent. In one sentence together: not assenting does not by itself make an accountability already standing disappear; not having exited does not by itself make an accountability come into being, or run on forever.
What is ruled out here is only the subject-to-be's own assent as a necessary condition; the source-structure of a recognition-based right is not thereby cancelled. Psychological assent and constitutive recognition must not be swallowed up by one general word recognition. Exit is here still efficacy and not availability: if exit occurs it is held no longer, while whether a channel of exit is available at that position is judged by P4 F18 and P5, and does not belong to the division drawn here.
The judgment of belonging is this study's own charge. The upstream supports the separate accounting of standing-host, operating host, and the gate's function; it does not add a new classification for accountability, nor does it complete a determination of belonging automatically out of gate-state. What is taken from it is the form of checking item by item, and no substantive rule that allots belonging by gate-state.
F60 The Termination of a Delegated Accountability Allots No Unfinished Matter to a Successor. This proposition handles only those accountabilities actually registered and carried by the exercising network. Once network-exercise terminates, whether the item can fall upon a successor goes by source-tracing under F38. Before source-tracing is complete, no past of having been exercised for, no fact of having benefited, and no occupancy of a position taken over may stand in for the checking of source. Where source-tracing returns that neither a present source nor a present registration stands, and where there is no other independently standing arrangement of succession, it is not registered as the successor's accountability. Successor includes the subject-to-be itself, once the gate is self-exercised and it has acquired the answering-space upon that same item. That the demand did once stand, that the non-performance did once occur, and the matters still unhandled are each preserved separately, and are not erased by the termination of the present accountability. For those particular matters among them for which no standing relation of succession yet exists, this study lists them as reserved items. Such a reservation does not certify them as accountabilities still running, nor does it prejudge that a new source can never be formed otherwise.
When network-exercise terminates, the matters left unfinished neither fall automatically upon the successor nor thereby disappear. One error is to use the termination to wipe the old accounts away, the other is to push the old accounts onto whoever takes over, and the two sentences block one each.
Three objects must be told apart. The first is the historical fact that something once stood and once went unperformed; the absence of a present bearer is not enough to cancel it, and exit does not alter history. The second is a still identifiable unmet matter, effect, or content of demand; it is not cancelled of itself, while the party asserting that it exists must say what in particular is left. The third is a demand that still holds the status of an accountability at this moment; it must have the present source, content, position, and registration this study has fixed, and cannot be derived automatically from the first two. To lose the present status of an accountability is not never to have occurred; and to have occurred in the past is not for there still to be, at present, an object of that same status.
Some matter the guardianship network ought to have done for that child during the phase of network-exercise and did not bring off falls just among these three. That it did stand and did go unperformed is the first. That the matter is still not done is the second. And whether, once the gate has come to self-exercise, it becomes an accountability of the child's own is a question for the third: is there now a power converging the child's present position that issues this matter as a demand, is there content, is there a registration. Three present, and it is a new accountability; one lacking, and it is not registered. That the child has taken over its own position is not that it has taken over that item.
Source-tracing is here applied as it stands. What matters is that limit: before source-tracing is complete, no past of having been exercised for, no fact of having benefited, and no occupancy of a position taken over may stand in for the checking of source. That a demand speaks of an old matter from the phase of network-exercise does not yield that it can issue only from the old relation, nor that it has a source as a matter of course; to have benefited from that arrangement does not prove that a demand now falls upon the beneficiary; and taking over a position is less than enough to prove that a source stands, because a position, per F37, is a single registration event, and not a vessel on which loads may be hung.
If source-tracing checks out that neither a present source nor a present registration stands, and there is no other independently standing arrangement of succession, then it is not registered as the successor's accountability. Successor here includes the child itself: the subject-to-be that has acquired the answering-space upon that same item once the gate is self-exercised must pass this same test, and the matter does not fall to it as a matter of course because it was done for it in the first place.
Not registered is not that the matter is thereby settled up. It is listed as a reserved item, which means acknowledging that it exists without pretending that it already has a bearer. Its actual landing point is an unredeemed record in the name of the original exercising network and of the construct that network sits in, and not a demand awaiting settlement left hanging over a successor's head.
This handling has a reason at the level of what there is: an accountability must be held by a recipient. When network-exercise terminates and the source in power no longer persists, then as regards the successor subject the thing has simply not become an accountability at all, rather than having become an accountability that no one bears; and at the same time the historical fact of its non-performance and the identifiable unmet matter exist objectively, and do not disappear for want of a bearer. The two sentences stand side by side and do not cancel each other.
Two mis-hits are to be avoided. The first: if that matter has an independent source of its own, it is judged by that source's own conditions and does not fall here; suppose a burden upon some thing itself constitutes an independent demand upon whoever now holds the thing, whether it stands is judged by that source, and what this proposition cancels is only the step of skipping the checking of source on the ground of a position taken over. The second: to have confirmed that there is no present bearer, and not to have ascertained as yet who or what kind of organization bears it, are two different things; the latter is an unsettled state of materials or of identification, and may not be registered straight off as the former. And §I has already allowed a construct to hold accountability: not to have landed upon some individual is not to have landed upon no bearer at all.
One opponent is blocked on each side. If the original construct declares that the exercising party has withdrawn and that therefore the facts which have occurred and the plainly unhandled matters vanish where they stand, that is a false closure; the original accountability may indeed terminate, and what is opposed is the erasing of the other objects by that termination, and not the genuine ending of an accountability. If it declares that the exercising party has withdrawn and that therefore the successor must take the matters up, that is a shifting of the burden. An accountability may genuinely end, and its ending clears no one's accounts for him.
F61 No Hard Binary Threshold Is Set. The compass in which the gate is self-exercised settles which answering functions may be carried by the subject-to-be itself; it does not directly move an accountability already standing. Where the generation, the continuance, and the termination of an accountability are concerned, the judgment is still made item by item under F59. This process of demarcation cannot be replaced by a dead threshold externally fixed, non-rebuttable, and cross-situational.
The compass in which the gate is self-exercised and the moving of an accountability are not one thing. The first says which answering functions may be carried by the subject-to-be itself; the second must ask after source, content, and registration; and between the two there runs no automatic channel.
The upstream has given a warning upon that line (On Rights and Entitlements F34a): to lay upon a subject-to-be standing on the continuous stretch between network-exercise and self-exercise a binary threshold externally fixed, non-rebuttable, and used uniformly across situations, so as to draw once and for all which of its things count as entitlements and which as recognition-based rights, produces a systematic risk of misclassification; and the elaboration of that same entry puts the risk harder: a dead threshold laid across a gradual and moving line must, at some point and for some child of some rate of maturation, land on the wrong side of the line. That both sentences come out of one entry establishes their provenance; it does not establish that the two are of equal strength. The first is a warning that such a threshold cannot be exempted from misclassification; the second, under the relation it treats between continuous change and a fixed threshold, asserts in addition that at least one misclassification occurs. This study takes that boundary and does not take that step of strengthening, and does not re-read the stronger sentence as wrong in every case. What must be read as it stands is the boundary the warning draws: the upstream writes expressly in the same place that a threshold which can be overturned by the facts of a particular case, which judges matter by matter, and which preserves appeal and review does not fall here—it does not necessarily misclassify. What is restricted is a dead threshold, and not every clear judgment.
That step of strengthening is not made a footing of this study either. By F59, gate-state is in any case not the complete criterion for where an accountability belongs; and even were some threshold, within some compass, to judge gate-state rightly, it would not thereby give the source and the registration of each accountability. Hold the checking item by item, and the hard threshold needs no separate disproof.
The corresponding disposal is therefore negative: no hard binary threshold is set, rather than a finer threshold set in its place. How far along the gate-line that child has come, and which accountabilities lie on it at this moment and with whom each of them belongs, are two strings of things, each to be checked on its own. To cut once across by age, by some test, by the judgment of some single node, is to replace precisely the checking item by item that F59 requires. This process of demarcation keeps to the form of item by item, and hands itself over to no dead threshold whatever.
VIII. Closing, and the Reserved Items
The cells on the converged side are by this point all in place. Liability governs bearing, accountability governs answering, an act is the discharge of answering; and with the one inward duty that remains, four words each hold a cell of their own, and none stands in for another.
All four are present at once upon that employee. He lies within the compass the company may dispose of: that is liability. The company requires him to make the handover by its date and requires him to keep confidence throughout: those are two accountabilities. He makes the handover, he does not speak: those are acts. The line he laid down for himself, that he will not go through the motions: that is duty. Four things land upon one and the same man without running together, and more than one ruler divides them. Duty and accountability are divided by the two columns, source and what is bound. Liability and accountability have the same source and stand at the same position; what divides them is the difference between the bearing of a position and the content of a particular answering. Accountability and act are divided upon the difference between a demand and its discharge. Three rulers, each governing one join; and only together do they keep this cell from collapsing into a single word.
There is one further thing this study has not done, and it must be said in the open at the close: it classifies, it does not issue legitimacy. A load's being sorted as accountability gains it no endorsement whatever; and a demand that has crossed the boundary of the definition, and is under this study's terms no longer called accountability, does not thereby stop being enforced in the world. §V laid this down, and it is said once more here, because it is the sentence most easily dropped in citation.
The three reserved items are these.
Reserved item one · The quantity of accountability. F55 gave an interface and gave no measure. Whether a gradient stands between the compass over which power is exercised and the compass of answering, to what thickness it stands, and who is to settle it—these are empirical matters, the institutional layer has propositions of its own that handle them, and this study does not take them up.
Reserved item two · The registration of a dependency at the layer of proof. This study cites How Is Institution Possible; that paper's own text does not cite this study. If some two-sided condition at some place in that paper can in fact be raised only once the paper on the constitution and the withdrawal of recognition is in hand, that dependency must be registered as it stands; and before the independent derivation has been written out, it is not signed off in advance as already independent. Register by the actual relation of proof, and not by the order of publication.
Reserved item three · The design of protective arrangements. The criterion half the upstream has already given: a constraint counts as a limit only so long as it does not seal the subject's structural channel for exiting, refusing, or revoking a standing bond, and "Whatever crosses these is violation" (per P5 F21). So an exit written down in form while sealed off in substance the upstream has already judged a violation; this study need only cite it, and waits neither on a separate establishing here nor on some further paper downstream. The half that remains is how a protective arrangement is to be designed, such that a channel of exit written on paper is really available in actual operation. That belongs to the work of the layer of institutional design; this study does not take it up, and leaves it to the later papers that handle that layer expressly.
